  SEC終於還是對中概股下手了!政治不理性不可持續  2021年3月26日 根據《證券時報》報道顯示,美國證券交易委員會(SEC)周三晚間發布公告稱,該機構已經通過臨時修正,以執行《外國公司責任法案》(HFCA Act)對上市公司信息披露的要求。 分析認為,美國SEC正式通告,意味著在美上市的中概股將面臨更大的退市壓力。新華社此前的報道也顯示,雖然該法案適用於所有在美上市的外國公司,但是分析人士認為,其主要還是針對在美上市的中國公司。 受到該消息的影響,隔夜在美上市的中概股紛紛大跌,其中,騰訊音樂 (NYSE: TME ) (NYSE:TME)、唯品會 (NYSE: VIPS ) (NYSE:VIPS)、愛奇藝 (NASDAQ: IQ ) (NASDAQ:IQ)等熱門中概股跌幅居前,分別跌27%、21%、20%。同時,中概股ETF Invesco China Technology ETF (NYSE: CQQQ )(NYSE:CQQQ)跌超6%,KraneShares CSI China Internet ETF (NYSE: KWEB ) (NYSE:KWEB)跌超8%。 要了解《外國公司責任法案》(HFCA Act)對市場究竟會有哪些影響,首先要先來看看這份法案究竟包含了哪些內容。《外國公司責任法案》(HFCA Act)去年由美國時任總統特朗普簽署,主要規定: 1、如果在美上市的外國公司連續三次出現“非檢查年度”,將被禁止在美國任何交易所上市。 2、上市公司需披露自己與該國政府的關系。 Kingston Securities的董事Dickie Wong表示,這一法案可能會令更多的在美上市公司回歸香港證券市場。“股市永遠不會有沈悶的時刻,雖然隔夜美國ADR市場反應激烈,但是目前要說具體會有什麽影響仍然為時過早。” 此外,光大新鴻基策略師Kenny Ng則認為,在最終修正案出臺以後,預計中美兩國將會繼續談判一段時間,這段時間還會出現更多不確定性,在美上市公司的股價會有怎樣的波動,仍需靜待觀察。 而在美上市的中概股也並非毫無準備,從《外國公司責任法案》(HFCA Act)簽署以來,截至本周,已經先後有12家大型中國科技公司成功在香港進行二次上市。包括阿里巴巴-SW (HK: 9988 ) (HK:9988)、網易-S (HK: 9999 ) (HK:9999)、京東

(2)為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,所有公務員職位的招聘,均會包括《基本法》知識的評核。獲邀參加遴選面試的應徵者,其對基本法的認識會在面試中以口頭提問形式被評核。除非兩位應徵者的整體表現相若,招聘當局才會參考應徵者在基本法知識測試中的表現。
職責: 丈量員主要職責是-
(a) 協助測量主任或土地測量師職系人員進行實地測量;
(b) 備妥、保管、保養和運送測量儀器、工具和物品,以便進行實地測量;
(c) 保持測量設備儲存室整潔;以及
(d) 協助訓練二級工人。
(獲取錄的申請人可能須不定時工作,以及須於交通繁忙、崎嶇或高低不平的地方和惡劣天氣情況下進行戶外工作。)
聘用條款: 獲取錄的申請人通常會按公務員試用條款受聘三年。通過試用關限後,或可獲考慮按當時適用的長期聘用條款聘用。

Entry Requirements: Candidates should have –
(a) at least two years of relevant experience in land/engineering survey;
(b) passed a relevant trade test; and
(c) attained a level of proficiency in Chinese and English Languages equivalent to Primary 6 standard.
Note: (1)The post is open to both male and female candidates.
(2)For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Candidates who are invited to attend the recruitment interview will be tested orally on their BL knowledge during recruitment interview. The results of BL assessment will be taken into account only if two candidates are considered equal in all other aspects.
Duties: A Chainman is mainly deployed on –
(a) assisting members of Survey Officer or Land Surveyor grades to carry out survey work in the field;
(b) undertaking the preparation, care, maintenance and transportation of survey equipment, tools and materials for field survey operations;
(c) maintaining the order and cleanliness of the survey store; and
(d) assisting in the training of Workman II.
(Selected candidates may be required to work irregular hours and work outdoor in heavy traffic, hilly or rugged areas and in inclement weather conditions.)
Terms of Appointment: A successful candidate will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
