助理新聞主任(一般工作)筆試
申請人須參加由政府新聞處在香港舉辦的助理新聞主任(一般工作)筆試。筆試日期將會刊登於政府新聞處互聯網站(http://www.isd.gov.hk)。 申請人必須在有關筆試取得及格成績才會有機會參加面試。申請人於截止日期後三個月內仍未獲邀參加筆試,則可視作已落選論。
《基本法》知識評核
為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,所有公務員職位的招聘,均會包括《基本法》知識的評核。申請人在基本法測試(學位/專業程度職系)的表現,會用作評核其整體表現的其中一個考慮因素,但不會影響其申請公務員職位的資格。原則上,申請人的學歷、經驗和才能仍然是考慮其是否適合被聘用的主要因素。
註: (一)現正修讀大學學士學位的應屆畢業生亦可申請;申請人如獲取錄,必須在2014/15學年內取得所需學歷資格方獲聘任。
(二)綜合招聘考試能力傾向測試的成績分為「及格」或「不及格」,而中文運用及英文運用試卷的成績則分為「二級」、「一級」或「不及格」,並以「二級」為最高等級。於2006年12月及以後考獲的中文運用及英文運用試卷的「二級」及「一級」成績和能力傾向測試的「及格」成績永久有效。申請人如已在過去的綜合招聘考試中,取得所需的能力傾向測試、中文運用及英文運用試卷有效成績,以及能有效地以中文和英文溝通,即已符合入職條件的(b)及(c)項。
(三)申請人若現時沒有所需綜合招聘考試成績或同等成績,但已報考於2014年12月6日在北京及其他6個海外城市舉行的綜合招聘考試及基本法測試(學位/專業程度職系),也可申請本職位,其申請只會在申請人在上述的考試取得所需的綜合招聘考試成績後方獲處理。
(四)香港高級程度會考中國語文及文化、中國語言文學或中國語文科「C級」或以上的成績會獲接納為等同綜合招聘考試中文運用試卷的「二級」成績。香港高級程度會考英語運用科或General Certificate of Education (Advanced Level) (GCE A Level) English Language科「C級」或以上的成績會獲接納為等同綜合招聘考試英文運用試卷的「二級」成績。
(五)在International English Language Testing System (IELTS)學術模式整體分級取得6.5或以上,並在同一次考試中各項個別分級取得不低於6的成績的人士,在IELTS考試成績的兩年有效期內,會視為已符合助理新聞主任(一般工作)職位的英文語文能力要求(即入職條件的(c)項)。IELTS 考試成績必須在職位申請期內其中任何一日仍然有效。
職責: 在政府決策局或部門從事有關新聞事務、宣傳、推廣及公共關係的工作。主要負責大眾傳播研究、統籌新聞發放及傳媒採訪、宣傳、推廣及處理緊急事故的工作。受聘人或須輪班工作。
聘用條款: 獲取錄的申請人會按公務員試用條款受聘,試用期三年;通過試用關限後,或可獲考慮按當時適用的長期聘用條款聘用。
附註: (a) 除另有指明外,申請人於獲聘時必須已成為香港特別行政區永久性居民。

(h) 政府的政策,是盡可能安排殘疾人士擔任適合的職位。殘疾人士申請職位,如其符合入職條件,毋須再經篩選,便會獲邀參加面試╱筆試。
(i) 持有本港以外學府╱非香港考試及評核局頒授的學歷人士亦可申請,惟其學歷必須經過評審以確定是否與職位所要求的本地學歷水平相若。有關申請人須郵寄修業成績副本及證書副本到下列查詢地址。
(j) 在臨近截止申請日期,接受網上申請的伺服器可能因為需要處理大量申請而非常繁忙。申請人應盡早遞交申請,以確保在限期前成功於網上完成申請程序。
申請手續: 申請表格[G.F.340 (Rev.3/2013)]可向民政事務總署各區諮詢服務中心或勞工處就業科各就業中心索取;或可從公務員事務局互聯網網站(http://www.csb.gov.hk)下載。
申請人必須在2014年12月18日或之前透過下列其中一個方式以申請表格[G.F.340 (Rev.3/2013)]提出申請:
(a)把填妥的申請表格[G.F.340 (Rev.3/2013)]放入信封內密封,信封面註明「申請助理新聞主任(一般工作)」然後郵寄到香港中環統一碼頭道38號海港政府大樓7樓708室政府新聞處人力資源管理分組(信封上的郵戳日期將視為遞交申請表格的日期)。申請人必須支付足夠郵費;否則,申請人須自行承擔因支付不足郵費而引致的任何後果。
(b)透過公務員事務局互聯網網站(http://www.csb.gov.hk)作網上申請。
申請人如不使用指定的申請表格[G.F.340 (Rev.3/2013)]提交申請、或未填妥申請表格、或逾期遞交,其申請表將不獲受理。

Job Title: Assistant Information Officer (General)
Salary: Master Pay Scale Point 14 ($23,285) to Master Pay Scale Point 27 ($43,120) per month
Entry Requirements: (a)a bachelor’s degree from a Hong Kong university, or equivalent [Note 1]; and
(b)a pass result in the Aptitude Test in the Common Recruitment Examination (CRE) [Notes 2 & 3]; and
(c)met the language proficiency requirements of ‘Level 2’ results in the two language papers [Note 2] (Use of Chinese [Note 4] and Use of English [Notes 4 & 5]) in the CRE [Note 3], or equivalent; and be able to communicate effectively in Chinese and English.
Assistant Information Officer (General) Written Examination
Applicants are required to sit an Assistant Information Officer (General) written examination to be conducted in Hong Kong by Information Services Department (ISD). The examination date will be posted to ISD website (http://www.isd.gov.hk). Only those who have passed the examination will be further considered for the selection interview. Candidates who are not invited to attend the written examination within three months from the closing date may assume their applications unsuccessful.
Basic Law Assessment
For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Results of the BL test (BLT) for degree/professional grades will be one of the considerations to assess the suitability of a candidate but will not affect his/her eligibility for applying for civil service jobs. As a general principle, the main consideration for suitability for appointment remains a candidate’s qualification, experience and calibre.
Note: (1)Current final year undergraduates may also apply; if selected, appointment will be subject to their obtaining the requisite academic qualification within the current academic year (i.e. 2014/15).
(2)Candidates’ results in the Aptitude Test (AT) paper of the CRE are classified as ‘Pass’ or ‘Fail’, while the results of the Use of Chinese (UC) and Use of English (UE) papers of the CRE are classified as ‘Level 2’, ‘Level 1’ or ‘Fail’, with ‘Level 2’ being the highest. ‘Level 2’ and ‘Level 1’ results of the two language papers and ‘Pass’ result of the AT paper obtained from December 2006 onwards are of permanent validity. Applicants with valid requisite results in the AT, UC and UE papers obtained in previous CREs as well as being able to communicate effectively in Chinese and English are deemed to have met the entry requirements (b) and (c) of the post.
(3)Applicants who do not possess the requisite CRE results, or equivalent, but have filed an application for the CRE and Basic Law Test (Degree/Professional Grades) to be held on 6 December 2014 in Beijing and six overseas cities may also apply for this post. Their applications will be processed subject to their obtaining the requisite CRE results in the aforesaid examination.
(4)‘Grade C’ or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to ‘Level 2’ in the UC paper of the CRE. ‘Grade C’ or above in Use of English of the HKALE or English Language of the General Certificate of Education (Advanced Level) (GCE A Level) is accepted as equivalent to ‘Level 2’ in the UE paper of the CRE.
(5)Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test are considered as having met the English language proficiency requirement (item (c) of entry requirements) of the Assistant Information Officer (General) post. The IELTS test result must be valid on any date during the application period.
Duties: Work in the fields of news services, publicity, promotion and public relations in Government bureaux or departments. Mainly responsible for media research; information dissemination and media arrangements; publicity and promotions and emergency duties. May be required to work shift.
Terms of Appointment: A new appointee will be appointed on civil service probationary terms for three years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting.
(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the below enquiry address.
(j) Towards the application deadline, our on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.
How to apply: Application Forms [G.F.340 (Rev.3/2013)] are obtainable from any Public Enquiry Service Centres at District Offices of the Home Affairs Department or any Job Centres of the Employment Services Division of the Labour Department. The form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).
Application must be made on the form [G.F.340 (Rev.3/2013)] and submitted in one of the following manners on or before 18 December 2014 -
(a)Completed application forms [G.F.340 (Rev.3/2013)] should be sent by post to the Human Resource Management Section of Information Services Department, Room 708, 7/F, Harbour Building, 38 Pier Road, Central, Hong Kong, in a sealed envelope clearly marked “Application for Assistant Information Officer (General)” (the postmark date on the envelope will be regarded as the date of submission of application). Please ensure that sufficient postage is paid. An applicant will bear any consequences arising from not paying sufficient postage.
(b)On-line application can be made through Civil Service Bureau’s website (http://www.csb.gov.hk).
Applications not made in the prescribed form [G.F.340 (Rev.3/2013)], or applications which are incomplete or late will not be considered.
