(b) 符合語文能力要求,即在綜合招聘考試的兩張語文試卷(中文運用及英文運用)中取得「一級」成績,或具同等成績〔參閱註(4)及(5)〕;以及能操流利粵語及英語。
註: (1) 完成相關專科/附屬專科所需的醫院專業培訓的申請人可獲優先考慮。
(2) 視乎當時的情況,持有以上相關專科/附屬專科的工作經驗的申請人,或會獲考慮給予增薪點。
(3) 現時任職醫生職級的公務員所遞交的申請,一般不會獲得考慮。
(4)(a) 綜合招聘考試中文運用及英文運用試卷的成績分為「二級」、「一級」或「不及格」,並以「二級」為最高等級。
(b) 香港高級程度會考中國語文及文化、中國語言文學或中國語文科「C」級或以上和「D」級的成績分別會獲接納為等同綜合招聘考試中文運用試卷的「二級」和「一級」成績。
(c) 香港高級程度會考英語運用科「C」級或以上和「D」級的成績(或同等成績)則分別會獲接納為等同綜合招聘考試英文運用試卷的「二級」和「一級」成績。
(d) 在International English Language Testing System(IELTS)學術模式整體分級取得6.5或以上,並在同一次考試中各項個別分級取得不低於6的成績的人士,在IELTS考試成績的兩年有效期內,會視為已符合醫生職位的英語能力要求。IELTS考試成績必須在職位開始接受申請的首天(即2014年11月28日)仍然有效。
(5) 為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,所有公務員職位的招聘,均會包括《基本法》知識的評核。申請人在基本法測試(學位╱專業程度職系)的表現,會用作評核其整體表現的其中一個考慮因素,但不會影響其申請公務員職位的資格。原則上,申請人的學歷、經驗和才能仍然是考慮其是否適合被聘用的主要因素。
(6) 獲取錄的申請人需完成香港醫學專科學院下所屬專科學院要求的專科/附屬專科基礎培訓及通過所有與基礎培訓有關的考試,方可獲被考慮通過試用關限及按當時適用的長期聘用條款聘用。有關申請人會於試用期內被安排接受有關基礎培訓﹝包括派駐醫院的培訓﹞。
職責: 主要負責執行下列綱領範圍的臨牀及非臨牀職責:
(a) 法定職責;
(b) 預防疾病;
(c) 促進健康;
(d) 醫療護理;及
(e) 康復服務。

(備註:獲取錄的申請人可能須在正常工作時間以外輪班工作及執行隨時候召職務。)
聘用條款: 獲取錄的申請人會按公務員試用條款受聘,試用期一般為三年,或完成專科基礎培訓及通過所有有關考試所需的時間﹝參閱註(6)﹞,兩者以較長者為準,而試用期最長不得超過6年。通過試用關限後,或可獲考慮按當時適用的長期聘用條款聘用。
附註: (a) 除另有指明外,申請人於獲聘時必須已成為香港特別行政區永久性居民。

(i) 持有本港以外學府╱非香港考試及評核局頒授的學歷人士亦可申請,惟其學歷必須經過評審以確定是否與職位所要求的本地學歷水平相若。有關申請人須郵寄修業成績副本及證書副本到所列查詢地址。

醫生職位的申請日期為2014年11月28日至2014年12月18日。申請人須於申請書內詳述相關工作經驗、學歷、專科訓練的完成進度,以及註明根據《醫生註冊條例》(香港法例第161章)的香港醫務委員會註冊編號。並於截止申請日期或之前,把已填妥的政府職位申請書連同個人履歷及相關專業證書副本,送交所列查詢地址,並請在信封上註明「申請醫生職位」。申請人亦可透過公務員事務局互聯網站(http://www.csb.gov.hk)作網上申請。申請人如在網上遞交申請表格,必須於截止申請日期後的一星期內將有關文件的副本送交所列查詢地址。請於信封上及每一頁有關的文件上清楚寫上其網上申請編號。請勿提交修業成績或證書的正本。

Job Title: Medical and Health Officer
Salary: Master Pay Scale Point 32 ($54,265) per month to Master Pay Scale Point 44B ($92,770) per month (See Notes (2)&(3)).
Entry Requirements: Candidates should have
(a) a medical qualification registrable in Hong Kong under the Medical Registration Ordinance, Cap. 161; and
(b) met the language proficiency requirements of "Level 1" or above results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent (See Notes (4)&(5)); and be able to speak fluent Cantonese and English.
Note: (1) Preference may be given to candidates having completed the hospital-based training in the relevant specialty/ subspecialty.
(2) Subject to prevailing situation, candidates may be granted increments for experiences in the relevant specialty/ subspecialty.
(3) Applications from serving civil service Medical and Health Officer would normally not be considered.
(4)(a) Candidates' results in the Use of Chinese (UC) and Use of English (UE) papers of the CRE are classified as "Level 2", "Level 1" or "Fail", with "Level 2" being the highest.
(b) Grade "C" or above and Grade "D" in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) are accepted as equivalent to "Level 2" and "Level 1" results respectively in the UC paper of the CRE.
(c) Grade "C" or above and Grade "D" in Use of English of the HKALE, or equivalent, are accepted as equivalent to "Level 2" and "Level 1" results respectively in the UE paper of the CRE.
(d) Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test are considered as having met the English language proficiency requirement of the Medical and Health Officer post. The IELTS test result must be valid on the starting day of the application period, i.e. 28 November 2014.
(5) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, assessment of BL knowledge will be included in the recruitment of all civil service jobs. Results of the BL test for degree/ professional grades will be one of the considerations to assess the suitability of a candidate but will not affect his/ her eligibility for applying for civil service jobs. As a general principle, the main consideration for suitability for appointment remains a candidate's qualification, experience and caliber.
(6) For passage of probation bar and further appointment on permanent terms, officers should complete all required Basic Specialist Training (BST) in an assigned specialty/ subspecialty and pass all examination(s) related to BST as required by the relevant College under the Hong Kong Academy of Medicine. Training for completion of BST in an assigned specialty/ subspecialty, including hospital attachments, may be arranged during the probationary period.
Duties: Mainly deployed on clinical and non-clinical duties in the following programme areas:
(a) statutory functions;
(b) disease prevention;
(c) health promotion;
(d) curative care; and
(e) rehabilitation.

(Remarks: Selected candidates may be required to work shifts outside normal working hours and perform on-call duties.)
Terms of Appointment: A new recruit will normally be appointed on civil service probationary terms for three years, or the time taken to complete the Basic Specialist Training and pass all related examination(s) (See Note (6)) , whichever is the later and subject to a maximum period of six years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the enquiry address indicated.

Applicants should state in detail in the application form their relevant experience, qualifications, progress of completion of specialist training (if any), and registration number in the Medical Council of Hong Kong under the Medical Registration Ordinance Cap.161.
